Amendments to the State Environmental Planning Policy (SEPP) No 47 (Moore Park Showgrounds)

The Entertainment Quarter is an entertainment precinct located within the Moore Park Showground Precinct. Land uses at the Entertainment Quarter come under the State Environmental Planning Policy (SEPP) No 47 – Moore Park Showgrounds. Commercial premises within the Entertainment Quarter are required to be related to the film, television and video industry.

As a result of the NSW Government’s proposition to redevelop the Sydney Football Stadium, some businesses and activities currently operating within the football stadium must relocate. These include training facilities for the Sydney Roosters football club, associated administration offices and health facilities such as a sports medicine clinic and physiotherapists.

The proposed amendments aim to:

• Provide temporary facilities for the Sydney Roosters and other businesses operating at the Sydney Football Stadium during the stadium’s proposed redevelopment.
• Introduce a complying development pathway for the installation of a new demountable building and its temporary use, as well as the use of the Byron Kennedy Hall and adjacent building 14A as health services facilities, recreation facilities and commercial premises.
• Temporarily permit the businesses and activities currently operating in the Sydney Football Stadium to operate within the Entertainment Quarter, despite not being related to the film, television and video industry, for a four (4) year period commencing on January 1, 2019.

This Explanation of Intended Effect (EIE) explains a proposed amendment to the SEPP No 47 (Moore Park Showground) to include complying development provisions for certain land within the Moore Park Showgrounds.

Complying development is a streamlined approval process for developments that meet specific criteria. Complying development can be determined by a council or accredited certifier. When a proposed development is not exempt or able to be approved as complying development, a Development Application (DA) is required to be lodged to the appropriate consent authority.
