Mary Curran , of  McMahons Point NSW, made the following submission on the project:

St Leonards and Crows Nest - Draft Special Infrastructure Contribution Plan

OBJECT - The proposal takes control away from local government and
provides no guarantee that money collected will be quarantined for its
intended purpose, and no guarantee that it will actually be spent at
all. If past experience is any guide, the funds collected will go into
consolidated revenue where it will be lost in the perpetual arguments
between state and local government to release funds. Opposite where we
live is the 'dophin wharf' at Carradah Park, which BP paid to remove
and it is still there. Money just went into the state coffers. Dolphin
wharf is falling into disrepair and is a mess. This is an example of
how these things go wrong.
