Proposed amendment to parking provisions for boarding houses: ARHSEPP

I commend the department for proposing an increase in boarding house
parking from the woefully inadequate 0.2 to 0.5 spaces. But I feel
that for many areas, this still will not be adequate and there needs
to be some conditions around the availability and reliability of
public transport to determine whether 0.5 spaces is adequate for a
particular boarding house application. For example, proposed
developments in my suburb of Allambie Heights are serviced by bus
routes that are often only once or at best twice per hour (142 -
Skyline Shops to Manly Wharf, 280 - Chatswood to Brookvale) and with
peak hour commuter services (E66) regularly late and unreliable.
Consideration of the frequency and reliability of public transport,
and therefore the ability of boarding house residents to live and work
without a private vehicle, should form part of the policy determining
minimum parking requirements.
