Proposed amendment to parking provisions for boarding houses: ARHSEPP

As there is under the current ARHSEPP there should consideration given to
maintaining the carve-out for dwellings in an "Accessible Area".
However, consideration should be given to making this provision more
stringent - potentially removing the 400m to Bus Stop qualifier, but
keeping the 800m to train station qualifier. Ultimately not all
housing requires parking, and not all residents require their own
parking space. Certain areas are highly accessible and we should be
encouraging other more sustainable modes of transport (public
transport, walking etc.) in areas where it is compatible. This
'blanket approach' to the parking requirement appears to be an
overreaction and may lead to poor planning and social outcomes in the
long-run.
